Du behöver bara dela upp kolumnerna efter att ha gjort UNPIVOT
något sånt här:

Detta borde fungera bra förutsatt att:
- Alla kolumner
[GWP 2013] , [GWP 2014] , [LR 2013] , [LR 2014] , [GWP 2015], [LR 2015], ... etc
är i samma format (GWP eller LR sedan mellanslag sedan årtalet och -
Alla kolumner är av samma datatyp
int
eller decimal, om datatyperna inte är samma bör du casta alla till en datatyp innan du görunpivot
annars får du ett felmeddelande.
Detta ger dig:

Uppdatering:
Jag använde FOR XML PATH('') ..
för att sammanfoga alla värdelistan i en sträng, är det ett problem i SQL Server att göra det. Värdet på @cols
kommer att vara strängen:[GWP 2013], [GWP 2014], ...
.
Om dina fältdatatyper är olika måste du göra casting av alla kolumner som kommer att vara opivoterade i ankarfrågan innan du gör UNPVOT
så här:

Om du tyckte det var svårt att skriva casten för alla kolumner manuellt, kan du generera den dynamiskt och lägga till den istället, till exempel:
